Oklahoma Universal Service Fund

GVNW Consulting, Inc. has been selected by the Oklahoma Corporation Commission as the new OUSF Manager for the Oklahoma Universal Service Fund (OUSF). Effective March 1, 2014, all contributions and distributions will be made through GVNW. Carrier Remittance Worksheets are to be submitted online only, via GVNW’s Online Worksheet Submission E-File feature.

All OUSF contribution payments are to be remitted directly to First Fidelity Bank in Oklahoma City, OK. Please refer to the OUSF Payment & Worksheet Submission Information (Attachment B) for more information.

Important Announcements

The OUSF contribution factor remains at 2.16% for the FY 2017/2018 plan year, as approved by Commission Order in Cause No. PUD 201700001.
On May 9, 2016 the Oklahoma Legislature approved House Bill 2616 which, among other items, establishes an assessment method for Voice over Internet Protocol (VoIP) services. Effective with the May 2016 revenue month, all providers of VoIP services are required to begin reporting VoIP revenues for OUSF assessment purposes. For Interconnected VoIP services, contributing providers shall, consistent with the methodology of the Federal Communications Commission, identify intrastate retail revenue subject to the OUSF/OLF assessment through 1) direct assignment; 2) a company specific traffic study; or 3) the inverse of the FCC safe harbor, currently 35.1%. A contributing provider must file an application with the Commission and receive approval to utilize any methodology other than the safe harbor calculation.
